I am looking for see if I can get the Jenner since that is one of my favorite mechs (Both IS and Clan) but I wanted to know what packs qualify for it exactly besides the hero packs? Like does the tournament pack count? And what is "any" IS pack? Thanks.

you can buy a stand alone hero (clan heroes I&II, IIC heros, resistance heroes). lowest bar to entry $10. or you can buy any standard mechpack.

e: forgot this was for is reward so those clan packs wont work.

I think you can buy any level of IS mech pack here to qualify (excluding Solaris7 mech pack):

eg: Fafnir, any level of mech pack
eg: Roughneck, any level of mech pack
eg: Annihilator mech pack from the Civil War pack, any level of Annihilator mech pack

Also, I think you can also buy any level of Hero mech from the IS Resistance series of mech pack to qualify:
eg: you might be able to buy The Wolfhound WLF-2® from the Resistance 2 mech pack to qualify!

i should also point out that adding a hero to a previously purchased mechpack also counts, or at least it did last year.
