The problem the OP is encountering is that some players will rush cap the base just to "get a win," resulting in a boring match that wastes everyone's time - on both teams. If cap rushers can get better rewards for doing it, they will do it more often.
On the other side, if there is a prospect of the other side rush capping on Assault, then that team should stop the nascar off to the right, go left/center and meet said cappers head on and remove some pests. The real issue is too many lemmings/sheep, especially at the start of the game, with the potential of putting one side out of position to counter those type of moves.
As for the lights/meds only and collecting points, we had that for awhile with Scouting in FP, and definitely knife fights and aiming for the legs to cripple/slow down the opponent and/or kill while preventing any escapes. Long range mechs and fights did not last long.
