Does "IS Medium Laser Range" affect IS ER Medium Laser to? For example on the Champion-3N? I can't tell because it also has generic +10% range to.

It applies to ER and standard medium lasers. I dont believe it works with medium pulse and x-pulse though.

10% is easy math. But if you're ever in doubt, the easiest way is to go to the Store and view the 'mech in the mechlab. The CHP-3N's Medium Laser range quirk does indeed affect both standard and ER Mediums, but not X-Pulse or normal pulse lasers.
