Anyone can manage a database, and even put one together without too much fuss with a little programming knowledge, but it takes a whole other level of competence to do it properly, or to be able to consolidate records / perform other restructuring tasks. It's absolutely not something you just rush into with some 'iterative' approach. I presume they tested the fix on a backup, but it's still no guarantee that there won't be any issues.

What they likely looked at QA side is the loads after the changes, the default loads then the additional queries, and hopefully they dropped into mechs that were maxed out on decals, bolt-ons, cockpit items and colors.
