I can answer the first one. Peak play times start when evening hours roll across Europe and continue through evening hours across North America. The other 12 hours a day things are a lot less populated.

As a general rule, people posting this thread have all but one server unticked. Do you?

This too, yes. My ping is good in NA, acceptable in EU, and lousy in APAC, so I have APAC turned off. Were I to play during a time of day where most players were on from that region, my wait times would be terrible.

Whenever it seems like longer QP wait times, I just press ‘Cancel’ and then immediately click QP again.
Usually works!

yea but that only goes so far, if you live in a part of the world where the peak times fall into a very inconvenient timeslot. not everyone lives on the pacific west coast. people have to work, go to school, sleep and have responsibilities and thus cannot structure their life around a video game.
dynamic match size is the only way to resolve off peak wait times.
