Portal Crash On Startup When Using Hotspot

My internet is down due to a line outage. I am using the hotspot on my phone, and everything is working fine (discord, browser, etc.) except for MWO. The portal crashes at startup with this error message:

Sorry, the portal crashed. Here's what I think caused it.
