Warhawk Legendary. I saw a few when it came out, but it wasn't the most popular. 'Mechs like the Moonwalker or Deathstrike tend to outshine it. It did unlock a 3-hardpoint missile omnipod for the right arm - so you could do things with it that other Warhawk's couldn't. But other variants have either a weapon hardpoint or more structure in their CT - so likely people are using its pods, but not the base chassis.

The point of the chassis is the supercharger, period.
It's relatively light (1.5t iirc) so you can do almost all the Warhawk builds on it, with a speed boost, at the cost of survivability, specific set-of-8 quirks (ERPPC velocity on the prime) and probably some cooling. Most of the time it's worth the trade.

To be honest, OP's question should be: "where are all the Warhawks?"
It's indeed not only the legendary variant which is rare, but the whole chassis.

Could it be because it's too similar to the Dire Whale, albeit faster but with five tons less to play with?

I'm really not an Assault specialist, but the two don't appear very similar to me (expect for their boxy shape). The Direwolf has a lot of available tonnage (50+ tons compared to the mere 32+ tons of the WHK (*)) and free slots, which is pretty handy for ballistic builds (the Warhawk don't really do ballistic), or ballistic+energy combo. Lots of clan assaults are battlemechs, so difficult to compare with an omnimech like the Warhawk
But we can look at the Executionner (on the other end of the Direwolf on the fat-to-nimble spectrum), it has limited available tonnage (25+ tons) but is more radical in its mobility, while having more hardpoints (for lighter weapons). Warhawk is in the middle.
If I was mean, I'd say the Warhawk is kind or a mediocre mech without a strong identity. It does most of things OK, but just OK.
(the only exception being the 4 ERPPCs WHK-prime).

Also, the Warhawk hardpoints are quite low, so you have to expose most of your mech to fire. Hence most of the popular builds are either playing on range (4 ERPPCs) or on indirect fire (all the lurms), in order to reduce the incoming fire.

Considering that the WHK-Prime(I) sits on the apex of that huge Clan Wave I mech pack, it better be worth something!

Or, if MWO throws in a sweetener and throws in the DWF-Prime(Z) with ECM CT, but no 2ton JJ then I'll jump at this pack also!

It's a Clan missile boat and Clan missile lock on weapons are trash, that's why. The only decent lock on weapon right now are thunderbolts and they're IS only.

It's also an Omnimech, so the difference in available weight is probably not 15 tons. The Warhawk is good for ERPPC sniping, but that's the only build I've found for one that I like.

Well the important number is the tonnage for payload, not so much the whole mech. After you max the armor, the Warhawk has about 32.5 tons left for STUFF, while the DireWhale has 50.5. (Plus or minus built in heat sinks and the odd supercharger.)
