From what I gather cheaters tend to be people who are:

low on skill curve, looking for "an edge"
bored
jilted or disgruntled

this is from reading/watching some relevant stuff. Unsure how much bearing it has

First category, likely extremely difficult to really replicate what is needed to do well consistently. Cheats don't grant experience, knowledge, intuition. Same reason cheating on an exam etc. will screw you over in anything but the shortest term.

Second category, can't imagine this being very entertaining for long

Third... report and move on like you would with griefers, problem will get sorted if it's a problem, chances are they grief too if they cheat for this reason given my personal experiences elsewhere

there is definately a dark triad element to it as well. these are your typical cheater-griefer. their goal is not to play the game, but to get a rise at someone else's expense. they seldom stick around long. these kind of people will use pirated cheat tools, vpn services and a hundred burner acounts (i can imagine these being costly in terms of data center costs). dark triad types are pretty rare so you might have one or two in the whole population. the autoban system is well suited to deal with this. they also dont try to hide, they do it till they get banned, change their vpn endpoint, create a new account and do it again.

I've realized this one thing.
Some of the player base are just that good.

While the top 500ish jarls players have good to very gud aim there are some that have too gud aim. I'm currently tracking four players that have popped up on my radar with far better aim than they used to have. Very sudden change from making gud reasonable shots to never missing snap shots and rock solid laser burns with zero waver and perfect component tracking. To be honest I think they are bored and know the game is getting to end of life so they just don't gaf if they get caught. I personally don't care but its amusing to see who falls for the assisted care in the games geriatric phase.

all those bans happened, he also forgot to mention the entire fp unit where cheating was a mandatory requirement to membership. this was a much more public ban wave with the names released by pgi. this was around the time the no name and shame policy came into being, i guess pgi didn't want any vigilante justice. after that cheaters were delt with under the table. the mwowc cheater was delt with quietly.

big public ban waves like that send a message that cheat enforcement is in play, and general transparency is good. i dont think we are going to see another big ban wave due to population concerns even if they had the man power to do the police work.

I can't think of a single time I've ever felt like anyone was cheating in this game. I see accusations here and there, have been accused myself many times. Seems like a coping mechanism to me. If you look at video footage from really good pilots you realize just how wild shots you can make without hacks

So, like its been said many times, if you see it report it, thats all you can really do. But if you keep playing, understand that you are going to run against people who use cheats. Just deal with it, or uninstall the game and go back to fortnite. Simple as that

Full disclosure, I have used cheats and exploits in MWO before for the purposes of helping improve detection and prevention methods. Other employees have too, I imagine. I felt like I needed to take a shower afterwards, it was wayyyyy too scummy.

Obligatory reminder that accusing players of cheats is against the ToS. We do actively ban cheaters. If you feel a player is cheating, please report them to support. We take it seriously and do proper investigations.

i hope you isolated those machines from the network real good and formatted the drives when you were done. those cheat tools are pretty much malware.
