The design of the mech is to be a jumpy but slow brawlier light. The lore/canon pages for the mech all repeatedly hammer in that its supposed to be exceptionally sturdy for its tonnage while making up for a low ground speed with powerful JJs, kinda like a slightly fatter Urbanmech.
The Assassin isn't the best comparison imo, its got way more of a focus on chasing down lights or harassing larger mechs at range as opposed to sticking around as a street slugger like the Panther - its base speed being significantly higher and its quirk emphasis on range across all variants reflect this. (as well as its height and extra room for jets making it a fair bit better at shooting around cover than the Panther)
The Griffin's hardpoints are generally much higher than the Panther's (actual shoulder weps, even if often wasted on missiles, as well as higher-sitting arms) and has significantly more tonnage to play with, although 55t is a pretty bad spot for the engine curve.

uhh yeah it's pretty much comparable to the assassin if nothing else in this game, doesnt matter what the lore (which most balance decisions doesn't really even care to even give a lip service to apparently) says, blame mechlab and lack of characterization through quirks which both vehicles doesn't have enough of, oh and the fact that either vehicle costs the team the same thing, a player slot.
either slow panthers (xl180-195) or fast panther (cram in the biggest engine and weight efficient weapons like medium lasers/lppc because hardpoint bloat lets it get away with them) builds pretty much plays like an Assassin already with an equivalent build, the griffin meanwhile couldn't really go as fast sure, but it does have your extra hitpoint count you asked for, though its st hitboxes with the missile drums does make it get STed often and it probably should get that invisible mechanic of extra hardpoint geometry damage reduction ala lrm10/atm9+ tbr, bnc, or mrm/lrm20 blr.
