All tiers are mixed by default. The capabilities of the best players in the game, some of which are at their peak due to practice for the ongoing CS25, may seem like aimbots but just highlight the skill difference.
Aimbots are not now and have never been allowed in MWO. If you have evidence, you should send it to PGI.

I must point out that there are settings via config files that allow people to see a mech across the field much easier than with the base in game UI elements. Making it easier to point out their cockpits further out. Which can be a factor in "how the hell did they hit me THERE from THERE?!"
Also there are indeed uncanny players in this game. Not to mention there have been shots Ive landed that were sheer luck. Two that stand out are a headshot on an assault as they were coming up the ramp to the middle of mining collective. Another is a headshot via 3xHPPC on a spider falling about 500m away. No skill in those shots, but rather "screw it...send it and see if it hits."
If you see someone who is CONSTANTLY getting headshots like multiple a match (2+) every match you see em in id start to question

It's very frustrating to be headshot literally at the start of a match - and it's very tempting emotionally to say, "that's... that's suspicious." But I've done the same thing to other people. I remember a couple three years back, I killed a Thunderbolt 9S with my own Thunderbolt sniper, first shot of the match through the cockpit; I killed some poor Assault a while back with a dakka headshot while he was in motion from my Nightstar. It's also worth noting that some players in event queue may be actively hunting headshots, where on many 'mechs torsos are normally shot at; headshots are unsurprisingly more common when people actually aim at your cockpit..
So we know it happens, and there are some really, really good players in the game. This game is server-authoritative for hit registration and damage, and aimbots are notorious for not working as well here because of the different weapons' varied firing characteristics. Can it happen? Has it happened? Yes - but I would be amazed if it's common. Probably just a combination of skill and bad luck.
HOWEVER! All that being said, if - on careful consideration - you find a reason to be suspicious, share those suspicions with PGI, either through emailing support on the website, or just using the drop-down menu from the in-match scoreboard. They're not going to do anything to anyone on one player's say-so, but if there's cheating going on, it'll generate a pattern that PGI can look into.

The player had 18 kills with like 1250(?) Dmg by the end. I didn't recognise the player in question being particularly good or known.
It was a little sus but not impossible.......Generally its best to give the benefit of the doubt in these situations.
Aimbots 100% exist in this game, we've all seen the videos. I know of at least one player still playing with a confirmed aimbot video floating around on YouTube, whether they still use them is a different question .
Aimbots aren't a massive problem for us imo because aimbots don't make you 'good'. To be 'good' you need good positioning / Armour management / map awareness / decision making.
On the flip side, hackusations are thrown around daily but rarely have I seen one that warrants consideration
