Well in practice it still somewhat does because of underquirked lower tonnages I guess.

PGI makes the teams, you are only 1/12 of a team
the only way to get around it is to drop with a group
but then your trick uacking the system
just like FP it is a 12v12 mode but you team better be a 12 player team

The classic cry of online gamers- " my performance is never my responsibility, it is all a conspiracy against me personally".
MWO is fairly unique in that it lets people bring absolutely potato builds to a team game. You can load up a light with TAG, LAMS, NARC and a flamer, provide absolutely no effect, and yet still come on the forums and say you are punished by magic computers.
Or you could drop every match in any of hundreds of useful builds, play with a bit of thought, not punish your team by existing, and be amazed at how low the skill pool actually is.

There are no "special" modifiers in matchmaker for different tiers, nor do weapons perform differently by tier or by account, nor are some accounts "earmarked" to rise to Tier 1 or something (I saw this on a stream recently).
Your placement and performance is your responsibility and the outcome of your choices for build, positioning, and mechanics.
