The difference in endo performance is a difference between the Clan and IS techbases. You're talking about endo-composite, which is half the weight savings but half the slot consumption compared to IS endo steel.

Whatever the name, Clans have more than half benefits with 7 slots, so it's only fair that IS have at least half the benefits with half the slots
