When was this a thing can you not use radar deprivation on non ecm mechs now???

? That mark indicates there are some nodes in that tree that does not apply/work with that mech, which would be the two enhanced ECM system nodes.

You can use it even on non-ECM 'Mechs.

I don't know if I've seen a mech lately without Radar Depravation.. No one wants to get rained on by LRM. That  is why ECM and Radar Depravation are bundled nodes.

my friend was having issues saying he couldn't save with teh radar dep nodes.. but now all of a sudden it is either it was a fluke or he messed up.

Ahh, the radar derp nodes themselves. Depending on the rejection, he could also have been out of sync with the server, OR he had more than 91 nodes already selected, and anymore would put him over the top and would not be able to save/use other nodes until the total number had dropped.
