That makes the argument on whether Metro would show favoritism or not irrelevant because he simply can't; even if he wanted to.

So in short, the rule is:

"If the player's avatar shows a PGI logo AND the user name is NOT "Paul Inouye", then the member has direct control/influence over the project.

Amusingly enough, Paul has a lot of direct control/influence over the project, more than you would like Aegis.
