Lets figure it takes PGI somewhere around 2 weeks to create the concept art for a mech (based on a dev comment and the concept art releases). Lets also assume that they are going to release about a dozen clan mechs at the launch of the clan invasion (they have 16 or so potential mechs, their actual release could be far less though). If they do plan on releasing a dozen or so clan mechs they will have to start designing them soon in order to have them ready by the middle of next year for the clan invasion. The Mad Cat is probably the most popular and iconic of the clan mechs so it would make sense to start with it.
So it's possible that FD is redesigning the Mad Cat right now and we won't get to see any any of the clan mechs until much closer to the clan invasion so no more biweekly concept art announcements (which is why we didn't get one last week). Hey, its at least possible; although I kinda hope that they do release more IS mechs.
Of course if that crazy theory doesn't hold up, my second guess is that it will be a Victor and that the delay was something far more mundane (perhaps FD took a vacation).

Hatchetman will never see the light of day here because meleeing as a primary strategy(assuming it put in the game at all) would be very stupid and illogical.
