I'm just kind of wondering where the hotspots for combat are in the Inner Sphere, before the Clan invasion. Thinking about writing something, but I'm not really sure where any specific faction v. faction fighting would be happening in 3049, or why. Could someone perhaps enlighten me?

Also, has it been stated where Caustic Valley and Frozen City are, planetwise? Not sure it really matters, but that was also something I was wondering.

It hasn't been stated were Caustic Valley or Frozen City are and it probably never will be. After all they aren't going to make a map for each planet. The maps in game are just generic locations.

As for hotspots their weren't any major wars going on at this time in cannon, but small raids were constant in the Succession Wars and taking over a random, insignificant border world or two would be explainable in cannon.

If you are writing some fanfic, their were tensions during this time. The War of 3039 between the Combine and the Suns was still fairly fresh in people's minds and I don't think an official ceasefire and peace treaty was signed (the two sides just stopped fighting if I remember correctly). The FRR and the Combine also had some tension (but mostly from extremists on both sides). The Confederation and the Suns were also very hostile with each other, the Confederation hated the Suns but didn't really have the strength to do anything and the Suns seemed to kinda not want to really bother with the Confederation. Their were other tensions as well.

canon wise, there are no huge wars raging right now, just some random battles at border zones, smashing some bandits and pirates in the periphery and such...the next big thing is about to sneak in via the rimworlds... and i wish it wasn´t so soon

Beyond the usual raids, there is no major conflict going on in 3049 prior to the Periphery campaign of the Clan Invasion. The only thing close to an actual major conflict is a series of relatively heavy border raiding on the Combine-Federated Suns border conducted by both the DCMS and AFFC between March, 3048 and June, 3049 in an effort to determine whether the opposing side is prepared to fight a full scale war.
