Several apologies if this is old news, but I can't for the life of me make out what's super-imposed in the background here. I played with the color levels and got it to stand out better, and it appears to be part of a mech. Anyone have any thoughts? Also, I can't quite make out what the writing around Sol is, if anyone can help with that.

EDIT: Apologies, someone has suggested that this is *not an Official PGI background*, which is my mistake if it is true. I'm sorry for dragging this into the realm of 'official speculation'. That said, I'd still like to know what that mech is.

Looks like the docking arms off a jump ship (spaceship that carries dropships between systems), but I could be mistaken

The 'Mech over which the IS map is superimposed is a quad of some sort.

The shape to the right-hand side of the image (the far side of the Combine) is the rear-left leg, the forward-left leg is at the lower side of the Combine, the raised portion at the upper-left side of the image (the far side of the Lyran Commonwealth) is the forward-right leg, and what appears to be the cockpit is at the LC/FWL border.

The first word around Sol, as near as I can tell, seems to be "notitia" - defined as "a list or register esp. of ecclesiastical sees or districts" and originating from the Latin words/phrases for "acquaintance" and "knowledge".

I'm not sure about the second word, but I think it could be "emactentis" or "emaclentis" - with the latter possibly being a reference to "emaculate", defined as "to clear from spots or stains, or from any imperfection".

So, taken together... "notitia emac(u)lentis", "to clear the register/list of stains/imperfections". :)
Why does that sound suspiciously like a reference to some sort of pogrom/purge? ;)

Also of note, IMO, is the two faint shafts extending downward from Sol; combined with the circle below the lettering, it creates an image very similar to the ComStar Logo:

That's an incredibly astute analysis Sturm Wealh, thank you.

The Latin, when combined with the similarity to the ComStar image, does make it seem like that quasi-religious order could be involved, but I couldn't tell you how or why. Maybe something to do with their attempts to keep their lost Star League tech quiet?

That really was a much more concise and thorough explanation than I expected, and you clearly put a great deal of thought into it, so you have my appreciation.
