The Gray Death Legion's founder Garyson Carlyse was a big proponent of the Ares conventions. But he often got forced into city combat in his early adventures against the Drac Combine. Not to mention when Comstar corrupts a Free Worlds League regiment and sends it after you all the rule are pretty much out. It seemed like the Ares conventions are the standard everyone would love to be able to reach but warfare breeds chaos that just isn't possible to control and so again and again you end up staring your enemy in the face and hoping like heck the civillians got clear. Then the particles fly...
I'm planning on playing as an advocate of the Ares Convention as a personal challenge. Try not to fight in occupied cities, or if I must try to absolutely minimize colateral damage. Harder? Sure. But good flavor.

Dynamic pacing in this instance implies that the maps will be too large spot targets manually in the opening phases of the game. Which means scouts, radar and other froms of intel gathering (and using ECMs to deny intel) are needed to locate, or at least localize, the opposing lances (player counts will be 8-12 v 8-12 depending on how well everything goes). Then the various forces start coming into contact. The scouts either find each other, or bump into a bunch of heavies, giving positive locations for contacts, allowing the slower heavy/assault mechs to come into the fray, and the battle naturally escates from there.

Fighting in populated cities is fine. Just ask the citizens (while in any mech with a flamer), they'll tell you they're okay with it! They have basements to run into and get rescued from after it's all over!
