Sarna march has always been Davion (except for perhaps terran hegemony days before teh forming of the star league) but was originally reffered to as the Capellan March

No, the Sarna March and the Capellan March are separate entities. The Sarna March consists of Capellan (and some Marik, IIRC) worlds captured by Operation Rat during the Fourth Succession War (though some of these indeed belonged to the Terran Hegemony before the First Succession War).

This sort of news would be widely celebrated in the Federated Commonwealth. One of the biggest tragedies of the Succession Wars is that so many water purification technologies were lost, causing widespread de-population of worlds that relied on water purification to sustain their populations. Considering that Cerulean Waters was teetering on the edge of bankruptcy in 3025 (until the NAIS took an interest) but now wants to build a new water purification plant is excellent news for worlds that still depend on water purification to be habitable.
