Yes, the money grind... We've all been there, and I'm sure most people hate it. You're stuck using your under performing or damaged mech cause you don't have the funds to upgrade or properly repair. Entering into matches with your damaged goods will give a disadvantage to your team and further puts you into debt (Especially if you're a terrible pilot).
Will there be a way to earn C-Bills without earning XP? and if not... Why not?
Why not have NPC based co-op mission that gives you and your mates a way to earn some side cash to properly repair and upgrade for the next real engagement? Maybe a Merc Corp only thing? No XP will be gained from the mission. Perhaps going one step further and making sure they don't go over budget on ammo costs and weight drops for the mission.
Ex.: You'll get paid $1 Mill C-Bills to escort the convoy from point A to B. You lose $100k for each Convoy vehicle lost. Mech drops will cost money based on weight. You can bring whatever you want as long as you pay for it. You can bring however many people you want, as long as you pay for it.
If the ability to lose money is present, then people wont abuse it. At least... I don't think they will.

It's a touchy subject; you're always going to find someone who will abuse the system. Didn't an interview say something for House players that depending on your rank, you were pulling in a salary as well? This would help offset the expenses of repair and refitting. Something similar would need to be done for the Corp and Loners.
I assume in your example, where you get C-bills for an escort mission, they would not be relying on YOU to provide the Mech (since you couldn't afford the fees to repair your ride)
The only problem with that is that it would require PGI to code enemy Mech AI. I think right now, since the game is MP, there probably is going to be next to no enemy AI programmed, since they were expecting human vs. human.

Paying drop fees entitles them to be equipped with thrusters which ensure the safe delivery of the Mech to the surface of the planet below.
Without drop fees, they just kick your Mech in the arse from low-orbit and hope for the best.

If you are already garrisoning the planet in question you don't need to pay for drop fees. Just walk to the battle. That might restrict your unit to defensive actions until they can raise some more cash, but not a deal breaker.

Stop spending your C-bills on booze and babe's, stop betting on Solaris matches, sleep in your mech, quit eating meals outside the dining facility, wear dirty uniforms......

i can see it now, mini-games involving your second job to earn a few c-bills to repair the mech. Davion palace janitor, steiner paper pusher, kurita go go dancer.

What if Non-rank Matches earn 0 XP but gets a boost to C-Bills?

i don't believe there should be any other way to earn cash than missions
(other than selling your lower priority items)
any other way of making money will just be exploited
league of legends has a recruit a friend program
you recruit 10 people, and when they reach level 5 you get a cash reward
people create dummy accounts , level it to 5 and dump it
it takes very little time comparatively to the the gains
if your mech is that damaged and your funds that low, sell your ammo , repair your mech
do defensive (or cheapest) contracts until your back on your feet
honestly its the best part about running a merc corp/ managing your own mechs
its what made Mw2:mercs better than Mw2 or Mw2:GBL
there is a better way to solve this
sometimes employers provide the mech(s) to be used during a mission (this was done in older games even)
for what ever reason everything is provided, all they need are pilots
you get less pay, but it costs you next to nothing to complete
employer saves money, you make it, everyone wins

Ahhh, the mercs. the flow of C-bills based on the level of success of failure of an operation, salvage, merc salerys, reapires, weapon/ammo/mech procurement ect. gotta love being a bussiness man/woman

I suspect that the money flow in the game will be such that it will be very difficult to have negative cashflow. Doing really poorly would limit your advancement, not put you into a place where you'd be using a damaged mech.

What about if you could "finish a mission" without firing a single shot... say for instance... performing a recon scan on a building, or calling in an a danger close airstrike on a location and escaping... stuff like that.
Then the grind isn't really a grind so much as it is "follow the objectives, and you get paid - EVEN if your mech gets 'destroyed' " instead of "blow everyone up".
These were mission types from the old MW games (PvE clearly - we won't have that here) - and the devs have mentioned that there will be "objectives" in the matches... so maybe that's a possibility?
