Finally figured out what I was doing wrong. Only my SRMs were actually hitting moving targets since I compensated for the firing delay by aiming ahead. I never compensated for my lasers much, so they actually didn't hit targets above Centurion speed at all, even though it sure looked like I hit. It seems that I should actually aim my SRMs and lasers at more or less the same spot.
