I have no idea how the giving people land part is going to work with janus... he is not actually a citizen of any of the successor states...

He doesn't need to be a citizen. It's saying that anyone who finds Star League-era stuff can claim land on a planet, courtesy of House Davion, no mention of citizenship requirements.

From what I know, the various houses kind to award certain people with land grants, and for two reasons.

1. It's kind of an incentive to stay working with whichever house awarded you the land. It makes you want to fight for them and protect your land when their more aggressive neighbor tries to take over the planet, who'll most likely a. kick you off your land and deprive you of your cash flow. or B. drag you out into the streets and excecute you publicly in the most grotesce manner possible.

2. It allows said house the ability to keep an eye on you, your loved ones, your holdings, etc; just incase...

That's what my guy will do. Park his plane on some black sanded beach on New Avalon and spend the rest of his days surfing... and being high.

And every once in awhile he'd head on into Avalon City to take in a renfair.

Davion is more option 1

That and the fact that Davion is holding the land in Trust till HE chooses generally means he did something really far above and beyond call of duty... especially since titles can be given as an honorary, but to give the lands tht go with it makes him a real nobility in the House. Usually the Hose Lord appoints the land, but for some reason he was given the choice.

Well land grants are fairly common in BT. Let's see... GDL got Helm from the FWL before they screwed them over, then they got Glengary (not sure if I spelt that right) from the Lyran Commonwealth. The Big MAC Attack has Menke... I think the Allards own Kestrel. It was pretty neat in the MW RPG 2nd edition, they had a decent sized segment on being a 'lord' and owning a plot of land. Depending on the size and how you managed it, you could make (or lose) a s**tton of money.

I can see a decent sized merc unit getting a land grant, not the individual mercs. also the Allards own part of kestrel, not the whole planet.

the contract says 40 acres per signer... also... that doubles in the event of my death... but don't try to cash in on that too hard... :D
And actually, a Man could attain as much as a countship through service, but you had to be damn good at what you did and practically live at the next level... oh wait... yeah... GADIII = MIIO for 15 years.
