and now I have three options:
http://www.newegg.co...82E16814127663R
http://www.newegg.co...N82E16814129230
http://www.newegg.co...N82E16814202004
They all seem to be the same quality other than GPU speeds.
Im not willing to go above $190 Not including tax.
Thing is, which one?

It's the same GPU as the others, just from a different brand. Some of the others may do a factory overclock, but you can always use the provided HIS overclocking utility software to overclock it to the same level as the other cards, or above if you so desire.
Otherwise, as any other card using the AMD Radeon HD 7850 GPU, it is one of the better mid-range GPUs right now.
Quality wise, it has a quieter cooler than the other cards you are looking at, and better cooling capacity than the Visiontek. HIS is also a better company than Visiontek, and is on par with Sapphire, which make the two (in my personal opinion) the two highest quality AMD-only AIB partners for GPUs.

Or if you want to stay with alittle newer hardware, the 6950 is still a great card.

well, the 480 is fine if he has the case and power supply to support it, although the OP should note that it has more than twice the power consumption of a 7850 for only ~20% more performance.
I would argue against the 6950 as the 7850 is slightly faster than it, uses less power, and does better in DX11 environments overall, for what is essentially the same price. ($5 more expensive.)

Clocks on the GPU & memory are close to that PC one (http://www.newegg.co...N82E16814131472) with only a 25MHz gain on the PC (975MHz & 1200MHz for GB vs. 1000MHz & 1225MHz for PC) which will translate into no noticeable difference (maybe ~ 1 FPS sometimes) & I think it's pretty clear which card has the best cooler of the bunch. The dual giant WindForce fans on the Gigabyte will keep your GPU a lot cooler than the single enclosed fan on that PowerColor card.
Finally the Gigabyte comes in at your original limit of $190 after rebate(s) whereas the PowerColor card is $25 more after rebate(s).

CryENGINE 3 is a GPU-neutral game engine, and while Nvidia is affiliated with it, there is no advantage to going with the 560. On average, a Radeon HD 7850 is 20-30% faster than a Geforce GTX 560.
the HIS IceQ X is a cool and quiet running heatsink from a good company with decent customer support.
The Powercolor PCS+ has very good power management, is very quiet, and has the highest factory Overclock of all of these cards. Powercolor is a decent company, but has sub-average customer service.
I recommend staying away from VisionTek, their card is of a stock heatsink model, and the company is average at best, with quite poor customer service.
The HIS H785F2G2M and Powercolor AX 7850 are using the stock heatsinks, and are louder and slower than their custom heatsink bretherin.

gtx660's are also good price/performance cards. If you cant decide just look at price, warranty and if it's got a cooler with 2 big fans (those are often much more quiet)
