They are quiet mostly, due to lack of English knowledge. Trust me, they are very vocal on their own forums )
As for high numbers - very simple. Russia, Ukraine, Belarus etc(though somewhat similar, different in essence people, mostly refereed as Russians though), have very high PC gaming culture. Consoles numbers at homes here are very low. So when you see a PC game - expect a lot ex USSR folks.
