I think most legitimate Corps maintain offices on both Galatea and Outreach (some of the newer outfits might just have offices on Outreach). Considering the Mercenary Review Board is based on Galatea and the Dragoons Hiring Hall is on Outreach, you'd need an office in at least one of those two locations in order to find work.
