I understand there are other threads about this but it seems it would be helpful to assemble this information in an OP for those that need it fast.
- Ultimatepay will not offer refunds after a payment finishes processing and their support tickets take 24hours or more to process. For double charges call 1-650-432-3200 and ask to be transferred to Playspan and file a claim with your bank immediately.
- Ultimatepay is declining payments from those who are over seas. You may get lucky but there's not a lot you can do about it, Ultimatepay refuses to offer support or answers.

- Ultimatepay was having issues with their billing infrastructure earlier; if your payment window refreshes, 502s or returns any errors in general touch nothing and check your bank. As stated above Ultimatepay will not refund your money. Don't end up in a similar situation to those who were double charged.

P.S. As this in the aim of this post is so provide comprehensive information for people who are having these problems. Hopefully linking these other threads is seen as what it is, citations and refference material, and thus ok.
