Just poking in because I like following nubnubs statistical data. As an ally to the Steiners, I'd like to mention that although it exists in the future, both the clan invasion and the FedCom civil war are two potential sticking points for the Commonwealth, depending on viewpoint, and people do in fact base their judgment of the faction on these events.
For one, there is a current lack of urgency as to the defense from the impending clans. This might have to do with fact some people view the clan invasion in a deterministic viewpoint - with no ability to influence the clan invasion as a group, there is little reason to fight them specifically when other, more standard enemies abound. Furthermore, if the clan invasion is deterministic, then it is the DC and the FRR who get earliest access to clan tech, as compared to the LC, FWL and FS.
The point being is that the clan invasion needs to be sold as a real fight, not only against the clans, but against the FRR and DC for clan tech. if you can convince people that joining the Commonwealth in numbers is the most effective way to stop the clans and obtain the tech edge a good number will be seeking. You could say this attracts fair weather people, but you get enough fair weather people together and you'll achieve a critical mass in which volume keeps the momentum going, and as an added (opinion) point, virtually everyone joins an organization as a fair weather person first and foremost, loyalists are made by having something worthy to be loyal too.
Now, about the FedCom civil war. Although we cannot ascertain if it will happen, it does taint a significant number of peoples opinions of House Steiner, mine as well. This is simply part of a larger PR issue however that House Steiner suffers from. You are known as "those Germans and Swiss bankers" or that "blue fist faction" or the "socialite army". The DCMS, AFFS and even the RRA are sold as real fighters with real armies with rich backgrounds full of personal character - the LCAF is sold as essentially a mercenary army guided by incompetents, and backed by monetary ideals instead of lofty goals or LCD idealism. The issue is that you're getting little to separate the LCAF experience from general mercenary experience besides the limitations of faction allegiance.
House Steiner is in need of a new image to compete on the same level as Davion propaganda, and change must happen, as it's quite obvious that they aren't liking you (enough) for whom you are now. I personally don't know enough Steiner lore to drum up a new propaganda campaign, but I am sure someone does.
