At least it's not a bug according to tabletop rules. If you upgrade to double heat sinks, the number of engine heat sinks you are required to allocate should not go down. If you have a 200 size engine, the engine holds 8 heat sinks and you must allocate two. If you upgrade to double heat sinks, you still have to allocate two heat sinks. A double heat sink *is still one heat sink* for purposes of engine heat sink allocation.
The bug is that no engine heat sinks, whether contained in the engine or allocated, currently count for double in-game. But the link above suggests that if you have a 200 size engine with double heat sinks, you should only be required to allocate one external heat sink because it is "double strength." This is not correct according to tabletop rules.

BTW I think the best way to demonstrate this is not a bug is this: what if you have a 175 engine? That holds 7 heat sinks. If a double heat sink really counted as 2 heat sinks, you'd have to somehow allocate 1.5 (one and a half) heat sinks externally, which makes no sense. The correct tabletop behavior is you'd have to allocate 3 heat sinks externally, regardless of double vs. single, and all 10 (the 7 internal + the 3 external) are double heat sinks in the case of a mech upgraded to DHS.
