What you're describing here is a role you pick. If you build yourself for full-mode light-mech hunting and you're fighting another light mech then you're playing to the strenghts of your build and chosen "role" whereas if the light mech stays to try to fight you while not desgined to fight you (say my COM-2D build with SRM6+2SRM2s) then they are not at all playing to their strenghts.
However light mechs hunting eachother is a lot more about knowing the map and piloting skill, gun-play skill comes into play if both are using lasers, but it's still less important to be able to hit than to avoid being hit, especially if you're a Commando pilot.
For example I have been able to fight so many pimped-out Jenners to a stand-still in River City by dragging them into the city area and turning tight corners so those Streaks can not get a lock-on or they hit the corner I just turned around.
If you can pull a light mech with you into a situation where neither of you can kill eachother, then it effectively just becomes 7v7 for the rest of the people and that can work to your advantage very well.
The main issue with this, in my opinion, are the maps. Many of the maps do not provide you with adequate labyrinth to prevent Streak-hunting, making those a prime weapon for Commando and Jenner in general. On many maps, Caldera being the best example, there simply isn't a way to avoid being Streaked to death by a competent Jenner pilot when you're running a Commando.
That said, Commando is still probably my favourite mech and I will continue running. Bring your Streaks, I will die to them, but not before I have disarmed that Atlas or LRM spamming Catapult at your backline, and I will gladly take that trade ^.^
