Yeah, I tend to agree with this. Sorry. I love Cicadas but I fear you might be stuck with a bit of a crap ride.
PPCs are useless at that speed as you've found, and in my experience, most ballistics are equally as difficult to use at speed as well. The one exception: LB-10X AC. The shotgun effect means you won't do full damage, but at least your slugs won't just be flying by. I can't personally vouch for this build, but it's an amalgam of a couple of my builds, and I bet you could make it work:
XL engine at around 300
1LL
1LB-10X AC (2 tons ammo)
DHS
Play around with the config, get it as close to full armor as you can and fill the rest of the tonnage with DHS. You might need Endo to make it work, you might not. The LL is the best weapon you can put in your 1 energy slot IMHO; you could put a LPL in there but I think you'll have heat issues and I swear by the non-pulse versions. There's no good way to handle the ballistic slots IMHO other than the LB-10X, and you can't run more than one of those. I know this mech sounds underarmed, but I kicked *** in an LB-10X/4SL CDA-3M.
