Yeah, but by the time TF2 went F2P the development costs had likely been more than paid for and they felt that going F2P with a store was probably the best way to keep the income rolling in. Not only that, but there's essentially no infrastructure that Valve needs to maintain to keep the game going. I could host a TF2 server in my home if I felt like it.
MWO is going to require constant infrastructure maintenance, storyline inputs, and new developments to keep everything up and running. That takes a lot more money and people than is required to keep a very simple first person shooter that people are generally happy with without new maps or character types.
