Currently the arms lead the torso until the torso maxes its twist angle and the arms can go a little more. This is fine in most cases and makes game play a little more managable.
But having the option to move the arms without while the torso stays still might allow for some changes in strategy and how weapons are used.
1) you could fire at 2 enemies at the same time. 1 where your torso is aiming and 1 for your arms. It might take quite a bit of practice to get it but I think it'll further differentaite between good pilots and average ones
2) LRM control. Currently the launch angle is pretty much determined by the developers. We can keep the launch angles relative to the launcher position as it currently is. But independent arm movement could allow the pilot to modify the launch angle some while keeping sight/target lock.
Giving pilots a degree of control on high or low the LRM's fly is a strategic call on their part. Enemy hiding behind tall cover, launch at higher angles. Fighting in enclosed caves, launch more direct.
Also if LRM pilots wish to launch a blind barrage onto an area, they can keep their sights on where their LRMs are falling and adjust the angle accordingly, like how real life artillary works.
