Hi I have been playing for about two weeks and love the game. A couple of questions...
1. Is there an anti-cheat system in place?
2. Is there a load out for a Raven that can take down a Dragon that is nearly fully armored in just one shot?
3. Is match making regional?

As a former U. S. Marine LAV crewman this game has some real cool vibes. Feels like being back in the WarHogs.

Ac20raven will destroy most cockpits in less rounds than expected if pilot can aim.

Welcome to the game.
Your questions have already been answered, but to expand on number two, the only way to reliably to take down someone in a single salvo is to aim well and shoot the cockpit. (edit: Even then, you'll still need to do sufficient damage. A single shot from a single weapon won't do it unless it is already damaged, unless the target had an especially lightly protected cockpit and stripped down their armour to below 18)
Also on Ravens in general - note that one of the raven variants includes ECM and BAP. These are electronic warfare (counter measure and probe, respectively) tools, and while they are listed in the game and equipped on your mech, they do not yet function. We should be seeing ECM in a patch not too far down the road. I am not sure when the Beagle Active Probe will be ready.

1. MWO uses a "server authoritative" model for the game, every action you or any other player makes is verified and authorised by the game servers. Whilst this does not make cheating or hacking impossible, it makes it much, much harder, a mech cannot move faster than it is allowed by the server, or fire faster, or do more damage. Alongside this the game used the cryengine, and as a much less popular engine, has much less people working to hack it. The two combined make anti-cheat system much less necessary, and so it doesn't have an "overt" anti-cheat system (like punkbuster), the server handles it all.
2. Taking down any enemy mech in one hit is difficult, the best place to do it is the head (all mechs have only 18 armour on the head, not sure on the internal structure levels). so take a look at ohmwreckers post here:

for weapon damages, certainly a well placed headshot with 4 medium pulse lasers and maybe an srm 2 has the potential to one shot a mech in the head, but it will be tricky!

I can vouch for Spencley's build being pretty beastly, I play with him regularly and seeing 500+ damage counts isn't unusual
3. EVERYTHING is hosted on one server, and runs through that at the moment, for the most part (playing from the UK) I have only noticed problems when someone has a ping over 150-200, anything under that seems to run just fine.

Actually the Gauss can't do a 1-shot heatshot (18 points of armor standard, and is rarely changed). An AC20 can (I think), but it has to be a clean headshot and you have to crit, and that crit has to land on the cockpit.
