You will have to remove the Endo/Ferro upgrade to make whatever build you want to work.

That means there are literally no other spaces to move those floating crits into; it doesn't matter where those unmovable crits go, the result is the same.
Remove an item from elsewhere in your mech and they will immediately become floating crits and you can then slot more items (of an identical number of crits as you opened previously elsewhere) into that side torso.

and 5 of my endo structure slots have become the non dynamic type
On my K2 I have like 7 empty crit slots and 2 permanent structure slots.

This is because there exists more Dynamic Slots in the current location you are viewing than empty Critical Slots left on your mech.

why does it get to choose to eat off half the crits on one arm of my mech when it could just as well take the free crit slots in legs amd head of my mech?

Think about this. Lets say you have 47 Critical Slots left (STD engine equipped). Equipping ES takes up 14, then equip another 29 Critical Slots worth of gear/ammo/ect. This leaves 4 Critical Slots left. If you view an armor location that has more than 4 Dynamic Slots, they have no where else to go.

I'm betting that in both cases there are a total of 9 structure slots total (dynamic and non) in the section in question.
If you have 9 structure slots in a section, and only 4 empty slots for them to move to, then you can only move 4 of them, meaning you have 5 non-dynamic slots and 4 dynamic slots.
It's pretty simple.

Dynamic Structure slots (with white color type indicating it can be moved)
Structure Slots (in yellow color type, like the actuators, indicating they cannot be changed.)

The K2 has 8 empty crits but only 2 hard slots.
