Air is a very bad heat transfer medium, so heatsinks run with rather low efficiency.
Water is a very good heat transfer medium though. That's why it's used as cooling medium for many applications.
If your mech is standing in the water it should cool down faster if you have heatsinks mounted in the legs.
I'd say the cooling rate should be at least trippled (it's only a max of 4 SHS anyway).
The only problem is that you won't be able to use this if you have upgraded to DHS, as they won't fit in your legs anymore.

 There is also Hot lakes and water that will make your mech's heat rise; Which at this point there is one hot spring/lake in Caustic Valley. So stay out of the hot ones and you'll be fine

I did however find a deepspot powered down, and the whole enemy did not see me. pop up behind they oh so much fun.

Sweet i will get that a try, i was not putting any in the legs, because i was being traget in the legs all the time to slow me down. But i will give it a shot.

Umm, I'm agreeing with you there. I said only submerged heatsinks get a benefit and, as you said, if you move the leg mounted HS somewhere else you lose the benefit.
