Is It Me Or Is Catapult Pretty Useless?

There aren't a lot of good pug scouts that can keep a proper lock. I've met just one in the past couple of days and almost all my missiles landed and pretty much the entire enemy team was obliterated when I brought out my LRM20/LRM15(x2) Artemis Atlas with 1800 missiles (no, I don't auto-rearm, so make that 1,350). Most games though the locks break and my missiles go bye bye.

The downside is the ease of which their launchers can be clipped and their oversized cockpit meaning if they are face on you can kill them very easily, and if they go side on to avoid headshots you can either clip their wings or easily take out RT/LT to disable ballistics. The torso may not be big head on, but it has a bigger side profile than an atlas horizontally.
With the trial one you just have to be selective about what your shooting at, and seperate the lrms and ML's into seperate groups. I'd recommend putting the ML's onto chainfire (you can click quickly if you need to speed it up) so that you dont run into heat problems. 30 LRMs is no laughing matter even for an atlas if unanswered.

Now I can still do 4-500 but it doesn't get kills.
Try this with that variant.. 2lg lasers.. An a couple srm4s.. Couple mediums..
I'm currently racking decent kills and damage using that set up with my founders cat.
(I have three cats,so they have full bonuses for xp.. That helps
Just understand, every half talent Jenner pilot thinks they were made to kill catapults... So youll need the twist bonus to chase them off.)
Don't write off an awesome machine.. Get a 255xl in that thing and start trying new variants.

Then, with your team battered, you wander in against what are probably by now superior enemy numbers, whilst still only firing half your weaponry, albiet the other half?
Yeah, I can see the issue. There's a problem between the chair and the keyboard.

Somethings to remember with the stock -C1:
1) You are a support 'Mech, at all ranges. This means you find a friend or two and stick with 'em, they're your meat shields.
2) With your limited LRMs, ignore anything moving 90 kph or higher, it's a waste of time. Concentrate on slower Heavies and Assaults, slow Mediums are viable targets as well.
3) From a MWO standpoint, you are light on heatsinks, so split your medium lasers into two groups and pick your shots carefully.
4) Your medium lasers will hit out to 540m (not for much damage, but everything helps), you don't need to be in knife-fighting range put out damage.
5) Keep something bigger than you between yourself and the enemy, let them fire at the big guy while you pop out for a shot, then back into cover.
6) You've got jump jets, use 'em. You can make ridiculously fast turns with 'em, avoid a good amount of torso mounted weapons, and go over obstacles that the enemy would have to go around in order to catch you. It might not save your life, but it buys time.
7) Never, ever, go off on your own. You will die, painfully.
This is for the stock -C1, once you own your own and tweak it up, things change. My -C1 has a pair of Artemis LRM20s, 4 tons of ammo, and 4 medium lasers and consistently throws up over 400 damage per match. The Cat is a fantastic chassis, but you really have to learn to love it before it shines.

They only got a 0.3 damage nerf.... and 0.1 of that is going to be reverted next patch.
