Missing major components yet (Community Warfare is one of them), needs at least one if not two more game modes, definitely needs more maps (and I don't mean weather variations, I mean real new maps) and a real tutorial for new players to play through and get the hang of the ropes.
There are also other minor/optional parts that are in the pipeline that really could use being out for release, like some of the mech gear that's still being done and they definitely need paint jobs and actual sellable cosmetic stuff for us. How can they possibly release a F2P game without actually having anything (other than mechs and premium time) to spend the bought for MCs in?
They need MC sinks that are not mechs. A lot of us won't buy mechs with MCs unless that's the only option (Hero mechs). Mech bay slots are a good MC sink, but it's dependent on affording to buy the mechs to begin with.
Anyway, does this answer the question?

google / look up beta in wikipedia.
this is actually alpha but released... or like PGI put it: minimum viable product. Monetize the game as early as possible...
If you take a crappy old fiat panda, throw a bucket red paint over it and poorly draw a horse does not make it a ferrari - and noone is gonna buy it for the price of a ferrari.
Beta, especially open beta, is a almost finsihed product in the last testing cycles. Not much gets added here.
Lets have a look at almoust finished, the tiny missing things of MWO...
- community warefare
- half of the announced mechs and for the mechs implementet a few configurations
- only one game mode
- dx 11
- matchmaking (I hope it's getting balanced soon after the patch...)
So actually this lacking content qualifies it more as "alpha".
Except you have paying customers, the money shop is on, no more resets / refunds after patches.
On the other hand a issue that would be "qualified" for beta status is:
- weapon balancing is bad and constant tweaks and changes to improve that
- Mechlab
All weapons etc. are there, tweaking and adjusting is done with a larger user base that gives more input then the closed beta did, improvements are made with that additional information / input.
The later coming Clan invasion and such stuff would rather quaify as DLC or expansion set then any of the above categories.
And... NO IT IS NOT READY. It wasnt ready when they hit OB and it will still not be ready the next 1-2 months.
