My only issue is that most builds would be bouncing in and out of these to the point that they probably wouldn't even matter and take away from the game rather than add to it.

I think this would work best as a part of a 'Hardcore Mode' game type. More complex rules and more challenging gameplay, IF you want it.

Interesting ideas for sure. I think the heat system is in a good state right now. It puts a limiter on how much you can do. Plus you have the option of pushing past the threshold and unlike just running out of mana it'll actually kill you. There already is a sorta-kinda-not-really penalty on movement, the faster you are the less heat you can dissipate. If your're overheating you have to consider slowing down. The damaging internals was been put in.
I would be in favour of the aiming and hud penalties. It would make brawls go for a bit longer as there's the balance of pushing damage but reducing your combat effectiveness. Don't like the weapon damage though, I think the damage of pushing your mech into the red-line should be passive and weapons are already easy enough to destory with the crit system.

Sounds interesting as heat is a big enemy to mechs and a way to combat it is with heatsinks. I got double HS's on my Victor but if this comes to play I may want to see triple or quad heatsinks added. And maby a consumable mod maby liquid helium injection for 40-50 heat disapation per second for 2 or 3 seconds can make it a mc item for 50 or 100 mc for a once per match permanent consumable mod.

Effects of a damaged engine perhaps reduced speed and torso twists.
What about negative temps what if instead of cooking what about freezing like ice maps like frozen city would the cold freeze a mech over time in a blizzard of 100-200 below zero? What if the cold was so cold it froze your engine would it damage it or just shut it down till it warmed up enough for fusion to work again?

The temperature required to "freeze" a fusion reactor would be near zero kelvin.
