this is the secound time ive attempted to purchase the endo steel internal structure upgrade, and both times it took about 130,000 cbucks and did not apply the upgrade. Just wanted to report this as a bug and see if there are any workarounds or if this is an issue only I am having.

You require Additional empty slots in each area(I believe it's one or 2) to upgrade to Endo-Steel Structure.
Also did you try restarting your game after you applied the armor and you saw it didn't show up?
