I'm going to guess that a few high-born Dracs got overzealous with their station and a love of blood sport...

In addition, we'd probably have volunteres to be the hunted. We are a valorous people, if somewhat nuts.
In The CapCom, something like this would be shown on TriD, "See what happends to enemies of the State!"
in the FWL...depends on the substate I suppose.
