One decision is a drop weight limit, I think.

Having an "average" mech mass at 60 tons (that is, there are 8 categories lighter than 60 from 20 to 55 and 8 categories heavier than 60 from 65 to 100), a drop weight limit of 60 x 12 = 720 tons may be enforced.

So you can take 7 Atlases in the field and a Locust to spot for them on a change - but with these eight you may have to face a full company of 12 mechs if their masses are balanced around 60 tons. Sounds more fair than 12 Atlases on 12 Jenners. The natural tendency of Atlases to stick together and become a "mobile fortress" (being able to cover 360 degrees, concentrate their fire on one target and dispatch light mechs "circling" their comrades) may be overcome by a variety of means: artillery/airstrikes, broken terrain, the need to cover a wide front to deny enemy an access to his objective while simultaneously pursuing your own and so on. And it's the Atlases may end up as a stragglers being abused by swarming meds, which disperse before other Atlases come to help.
