Nothing more needs to be said other than.. "IT'S YOUR VIDEO CARD"...
.
First issue, you have an FX Bulldozer, they were considered a fail chip, and did "NOT" beat the Phenom II CPUs in single threaded performance, they got beat... Secondly your GT 520 shouldn't even be considered a "5" series Video card, and I will show you why.. It's your Video Card that is the problem here... "PERIOD"
.
Memory DDR3
Memory Interface 64-bit <------ Really..?? (bad)
Video Memory 1024MB
Stream Processors 48 <------ Really..?? (even worse)
Core Clock 810 MHz
Memory Clock 1400 MHz
Shader Clock 1620 MHz
.
These Video Card stats are "BEYOND" awful, your "WEAK LINK" is the Video Card, whoever sold you that piece of junk needs to lose their job..
Lemme guess, some kid at Best But sold you on that worthless card.
.
A GTX 560 ti runs this game just fine... Dump your Video Card into Grandma's computer, that's about all it's good for.

I constantly get 9-19 FPS.
My computer is:-AMD FX 8150(8 cores 3.6 Ghz)
-Gainward GT520 nvidia chipset with 1GB of VRAM
-8 GB of Ram at 1333Mhz
Please all you tech savys out there can you tell me if i really need to upgrade my comp or is it just bad game optimization?

It's ok. I'm running an AMD Phenom II 1090T six-core OC'd to 4GHz with 16gb of ram and a Geforce 560TI. Most maps are 30-60 fps for me.

EDIT: In the interests of full disclosure most settings are on low.

The "Gainward GT520" is "NOT" externally powered by the PSU, it draws directly from the PCi-e slot..
It is nothing more than something for "Granny's" computer to play Club Pogo.
It's your problem, and it needs to be replaced "PERIOD"

AMD processors suck for gaming for this generation of PC Chips. Bit the bullet and buy a cheap Intel chip and motherboard and your performance will skyrocket.

Not necessarily true - a high end AMD will match or exceed a mid-range Intel at the same price point. The issue is that high end AMD can only really compete with middle of the road Intel. High end Intel smokes AMD handily but costs worlds more. It doesn't help that the FX series of CPU's from AMD are lack luster. The Phenom II's were great CPUs.

The GT520 is terrible and would struggle to run minecraft (ok not really, but its bad - its an ultra-basic display adapter that isnt really designed to run 3d games)

Get yourself a GTX660 or radeon 7870 or something in that neighbourhood or better as your budget allows - NVidia is favoured for this game because of CryEngine and TWIMTBP optimisations

your CPU should be ok though.

or if you're strapped for power drops, the 7850 only uses one 6-pin and will work fine as well.
