You could do 3 AC/5 + UAC/5 with a 4X though.
You could do 2x UAC5 and 2x AC5 with the 4x but not 3x UAC5.

Edit: Yep. Tried throwing this together in MechMekLab. I'm at 76/70 tons. I guess you could do it with 3 tons of ammo....good luck with your 10 shoot clip. Don't miss. Besides, it'll take you ~3 shots with all 3 to core an Atlas CT. So that leaves you with 7 shots for the rest of the enemy team, and better hope they don't have 2 Assaults that you need to deal with. Not to mention you are literally limping around with a Standard 100 Engine.

Yep. At 3 Tons, you still are 2 tons of armor short of max. You're more limited by crit slots and engine size though. I personally don't feel that a Standard 100 Engine and hobbling around the battlefield at 23.1 kph is good for your health. That's even assuming they'd let you go that low on an engine...which I think they'd limit you to a 140 engine, for a respectable (*cough laugh cough*) 32.4 kph. But then you gotta find another 1.5 tons to shave...and I know for sure that's not happening.

I've just put this mech together running 3 Gauss and it's just not practical. It's a Glass cannon simply put.
However this version is a bit more practical running triple UAC/5 and 3 smalls with an XL250 powerplant.
