In 3043, following several years of difficult negotiations stemming from the passage of the Addendum to the Incorporation, Thomas Marik introduced the League General Accounting Office. The new organization at first had very little power, but by controlling the flow of money throughout the Free Worlds League it transformed the very structure of bureaucracy while giving Marik much greater control. One of the League General Accounting Office's first initiatives was to create the Marik Scholarship Fund, which provided a fast track to men and women loyal to House Marik who wanted to enter the government or serve with the military.

idk, seems like a good system to me. need a loyal soldier? give them free education

Agreed. Providing educational opportunities which lead to expanded career opportunities is a very good way to instill loyalty.

Those of us that don't get a Marik scholarship have to become mercenaries to pay for our student loans....
