So, why not simply allow 3rd person during the first 20 seconds of the game, and to 3rd person camera around viewed players when dead?

Hey a compromise! Yeah, I think this is the plan but the camera code isn't in place yet.

Would it really be worth all the investment of time and money for 20 seconds at the start of the match? If it can't be done in a way that retains balance for the duration of the game there really isn't much reason to devote the time and money into it, much less sort out all of the ensuing bugs people will demand to be fixed instantly.
