I like to think of them as just decorative covers.
Unless there's some actual lore on it. I'd like to know why.

That's a photo of the Ilya Muromets hero mech, not one of the "standard" Cataphract variants. Hero mechs are customized unique chassis' piloted by a character from Battletech lore (or lore that PGI made up in this case). The nutjob pilot of the Ilya, Grigori Kovalenko, probably couldn't be arsed to remove the hand actuator. As someone said, it could probably be used to hold a melee weapon despite the underslung cannon.
If you look at the 4X variant which also has a cannon under each arm, the hand actuator is removed. It's an experimental chassis in the lore, but presumably was designed to be mass produced; so there's no point in putting a (presumably expensive) hand actuator on it if it serves little purpose because of the cannon obstructing it.

Without hands and lower arms, you get penalties for punching and you cannot use improvised weapons.
Without hands and lower arms, you get the benefit of being able to fire your arm-mounted weapons rearward.
Omnimechs cannot mount Autocannons, Gauss Rifles, and PPCs in the arms without removing the lower arm and hand actuators. Mechs which had lower arms and hands with the actuators removed to mount those weapons were explained to have those appendages and joins for appearance only, and they were locked in position because the parts that made them mobile were removed.
