Was just on Frozen city and was unable to cap the enemy base. At first I was the only mech in the capture zone with the closest enemy mech 500+m away, there were no enemy mechs even close to their base. After about 30 seconds 2 more mechs joined me in the capture zone and they too could not see any enemy mechs in the capture zone and we were still unable to capture the enemy base.
Through the whole match the enemy was able to capture our base but we were unable to do anything to capture theirs. The base that could not be captured was on the H/G side of the map.
Has anyone else had this happen to them on this map or any other?

Hasn't happened to me. Are you sure there wasn't a light mech shutdown under the base construction? If not, it probably was a bug.

3 of us looked around, over and under the construction and rest of the area and none of us saw any mech anywhere in the area.
It's the first time i've had it happen, and yes normally there is a mech hidden somewhere but unless it was invisible there was none to be seen on this occasion. That's why I asked if anyone else has had the issue.

Seen this happen twice on one of the Forest Colony variations (Snow I think). Always the elevated mountainous spawn, not on the one right next to the water.

Seen this happen on all maps at least once actually. Rare, but it has happened.
