You're misunderstanding it. You'll get two flushes total, one for 20%, and one for 15%, for a total of 35%.

so if the consumable for air strike is 1 shot, then on a mech with 4 module slot there's 2 possibility:
A. you can stack as many of the same off map strike consumable which means u get 4 air strikes
B. you cannot stack them which means you get 1 air strike

Please do not add instant coolant flush. It is a bad mechanic.
Instead, add coolant pods, at their appropriate point in the timeline.
Coolant pods are 1ton/1crit, and allow you to double your heat dissipation for 10 seconds with single sinks, or 1.5x with double sinks. They can be crit out and do damage equivalent to an ammo explosion.
