Speed Tweek seems to be Broken:
With a cat with 300 xl speel is 74.7 without speed tweek.
With speed tweek it should be 82.17
Actual is 80.2

It has been known for a long time that it actually gives 7.5%, not 10.

I suspect they'l leave the value at 7.5 and change the UI to match
