As much as I like a good Bash Microsoft thread, I doubt they are to blame here. If they wanted anything off PGI, it would simply be a commitment to implement 11.1 after it became available, not to hold back the product.
Also note it would be a different division of MS that sold PGI the licence implementing DX11.1
Why does everybody forget Activision's role in the MW series before MS bought FASA Interactive?

MS made piracy of their own software ridiculously easy early on, to encourage a user base. When they hit monopoly, they pulled out all the stops to make sure you paid for your copy.

Dude ... you don't pay for DirectX as a developer. It's free. Just an FYI.
